In the case of these mods, it looks like Skyrim players simply found the world to be too friendly and inviting. The chest hair mod has only been created from male characters, unfortunately. There are separate mods for removing the dirt from men and women, and there is also an option to add more chest hair. It is cold in Skyrim though, and without heated water, I can imagine showering is a distant, distant priority.
